POLICE CHIEF

NATURE OF WORK

This is highly responsible technical and administrative work in the direction and operation of the police department. To preserve law and order, to protect life and property and to enforce laws and ordinances in a manner which will command public respect and confidence at all times.

Work involves the responsibility for coordination and control of all police activities. The police chief plans department activities, assists in the selection, training, assignment, supervision and discipline of all department personnel. Position is responsible to prevent crimes, protect lives and public safety. Work is performed with independent judgment and discretion in the day-to-day operation of the police department. Decisions are made within law, established precedent and routine. Work is performed under the general supervision of the City Administrator and is reviewed through observation, discussion, results obtained and completed work.

Salary Exempt; $80-$105K Annually with a $10,000 signing bonus. 
Requirements: 

EXAMPLES OF WORK

  • Formulates and prescribes work methods and procedures for the department;
  • Reviews police operations and takes steps necessary to improve police operation;
  • Supervises the preparation of cases;
  • Works with City Administrator to prepare police budget;
  • Attends conference and training;
  • Patrols the City on foot or in a vehicle to prevent and discover the commission of crime;
  • Controls any crime scene;
  • Interviews suspects;
  • Performs arrests when necessary
  • Performs other duties as assigned
DESIRABLE QUALIFICATIONS

Training and Experience:

A combination of training and experience substantially equivalent to a college degree in law enforcement and extensive experience in the operation of a police department including supervision.


Knowledge, Abilities and Skills:

  • Ability to plan, direct and supervise subordinates;
  • Thorough knowledge of principles, practices and procedure as applied to patrol, traffic control, criminal investigation, crime prevention and juvenile delinquency;
  • Knowledge of general police administration;
  • Knowledge of police reports and forms;
  • Extensive knowledge of laws;
  • Ability to interact well with citizens;
  • Ability to keep records and to prepare clear and concise reports;
  • Ability to commend the respect of fellow officers and direct and supervise their work;
  • Thorough knowledge of the standards where by the quality of police service is evaluated.

 

OBJECTIVE OF POSITION

To preserve law and order, to protect life and property and to enforce laws and ordinances in a manner which will command public respect and confidence at all times.


MAJOR AREAS OF ACCOUNTABILITY

  • Supervision Of the Minneota Police Department;
  • Patrols in squad car, or on foot when deemed necessary, to preserve law and order, to protect life and property, and to enforce all laws and city ordinances;
  • Recognizes opportunities to provide counsel, guidance and service to the public as a means of developing community understanding and (public relations) in matters related to safety of the public and effective law enforcement;
  • Responds to all distress or emergency calls, administers first aid where appropriate, investigates traffic accidents and arranges transportation to hospital as needed;
    • Maintains order at accident or crime scenes.
    • Calls for such assistance as circumstances require
  • Investigates complaints concerning violations of city ordinances, state and federal laws;
    • Interviews and/or interrogates witnesses and suspects as appropriate.
    • Collects and preserves evidence.
    • Obtains signed statement where deemed necessary to support any potential legal action.
  • Makes arrests and searches as required and safely transports offenders as may be required in accordance with approved departmental policies.
  • Prepares reports covering investigations and other assignments in a concise but complete manner so that a proper record and basis for follow-up is assured.
  • Reports, by appropriate means, and to the proper city officials or to other responsible person, those matters coming to his/her attention in the course of official duties which require action or attention on the part of others outside the police department.
  • When so assigned, handles communication duties, telephone or in-person complaints, inquiries, etc.
  • Performs other duties and assumes other responsibilities as the need is apparent and assigned.
  • Shall be responsible in maintaining a valid peace officer license as mandated by Minnesota Statutes.

EXAMPLES OF PERFORMANCE CRITERIA

  • Working knowledge of all pertinent state and federal laws, city ordinances and traffic laws and regulations related to law enforcement work.
  • Thorough knowledge of approved practices, arrest, search and seizure to assure admissibility of evidence in court and to assure approved procedures are followed.
  • Working knowledge of the functions and jurisdiction of the various county, state and federal law enforcement agencies.
  • Ability to use firearms and other types of police equipment available through the department in a safe and skillful manner.
  • Maintains first aid certification and capability to respond promptly and effectively in emergency situations.
  • Ability to understand and carry out oral and written instructions and to prepare satisfactory reports on all investigative work performed.
  • Ability to deal in a courteous, tactful but firm and businesslike manner with offenders, suspects, as well as the general public.
  • Ability to command the respect of fellow officers and the general public at all times.
  • Ability to perform duties and to use sound judgment in emergency situations which arise in day-to-day activities.
